Boosting Canada’s competitiveness

November 20, 2025

Traditional industries like cement, steel, timber, mining, and construction need to survive, adapt and innovate to stay competitive in a world of trade disruptions and economic pression.

Investing in the clean economy is now key to staying ahead. Clean technologies and products are attracting investors and priority from trade partners.

Canada already has a competitive edge in low-carbon production thanks to federal and provincial efforts to decarbonize electricity and industry-led innovation across supply chains.

Indigenous communities and knowledge are also a source of competitive strength.  Early engagement, equity participation, and Indigenous procurement de-risk projects, strengthen environmental protection, and improve investor and regulatory certainty.

Here’s how Canada can build on our strengths to boost our competitiveness, creating jobs and opportunities here at home.

  1. Buy Canadian to build Canada and close loopholes and limit high-carbon imports by requiring projects to meet domestic and environmental criteria, and ensure Indigenous inclusion.
  2. Unlock capital by implementing a suite of clean economic investment tax credits.
  3. Create certainty and clarity by developing clear investment guidelines and language.
  4. Establish new guidelines to increase sustainable investment in key sectors.
  5. Issue new transition and green bonds that use federal funds to leverage private investment to help traditional sectors become cleaner, more competitive and more resilient.
